PARLATO PAYS: We agree with City Administrator Bill Bradberry that “there shouldn’t be anything ceremonial about a person paying back taxes,” but Frank Parlato Jr.’s $139,524 check to the city is a good sign for the One Niagara property. So are his plans to open the top floor of the downtown landmark to the public. If he wanted to, he could simply run his parking lot and first floor vendor plaza, make a lot of money and be done with it. We won’t be throwing any parades for Parlato yet, though, as he still owes the city about $670,000 in back taxes. Parlato said this week he plans to make another payment in October. We’ve got our calendar marked.
