FRANK PARLATO: While city officials were unwilling to discuss the details of an agreement struck with Falls developer Frank Parlato Jr. allowing him to operate One Niagara without fully meeting city regulations, Parlato himself had no problem talking about it.  The settlement allows Parlato to operate the former AquaFalls site as if it had been approved for zoning ordinances, tour sale regulations and signage requirements. As we’ve said, we’re not opposed to such deals, we just hope all city businesses are being given an equal shot to succeed and that city administrators keep taxpayers informed.
